Help Shape the Future of E-Bikes and Electric Scooters in Highland

The City of Highland is seeking your input on the safe use of electric bicycles (e-bikes) and electric scooters in our community.

As these devices become more popular, they also present new challenges for pedestrian safety and the use of our public parks. Communities throughout Illinois are evaluating how to balance the convenience of e-bikes and electric scooters with the safety of children, families, walkers, cyclists, and other park visitors.

The City is considering regulations that would:
• Prohibit motorized e-bikes and electric scooters from operating in City parks.
• Continue to allow traditional (non-motorized) bicycles in areas where they are currently permitted.
• Prohibit e-bikes and electric scooters from operating on public sidewalks, consistent with Illinois law.
• Require operators to follow all traffic laws that apply to bicycles.
• Require operators to travel in the same direction as traffic and obey all traffic control devices.
• Continue enforcement of the Illinois requirement that operators of Class 3 e-bikes be at least 16 years of age.
• Prohibit passengers on e-bikes and electric scooters when the operator is under the age of 16.
• Establish local enforcement and fines for violations.

These proposed regulations are intended to improve public safety—not discourage responsible riding. The goal is to reduce conflicts between motorized devices and pedestrians while ensuring that City parks remain safe and enjoyable for everyone.
