New Resident Information
The City of Highland provides electric, water, sewer, and refuse service.  An account can be established for new residents at City Hall by completing a  Utility Application and forwarding to cityhall-frontdesk@highlandil.gov along with a copy of the account holder's driver's license.  Utility bills are mailed on a monthly basis. Multiple payment options exist.   Billing inquiries can be made at City Hall during Normal business hours of 8:00am-4:30pm Monday through Friday by calling 618-654-9891 (Option #3)

Each utility account has a water and electric meter that is read monthly for consumption that is used in conjunction with applicable utility rates to bill in one of 2 billing cycles. The due dates for these billing cycles are the 5th and 25th of each month. Sewer billing amounts are based on water consumption per City of Highland ordinance.
