Meeting Schedule:
The Silver Lake Advisory Commission meets quarterly on Thursdays at the Korte Recreation Center.

Members - Biographies:

William Blechenger
William Blechinger, CHST:  I am the Safety Director for two Highland companies, Korte & Luitjohan Contractors, Inc. and Joiner Sheetmetal & Roofing.  I have a B.S. in Environmental Engineering and enjoy being on the Silver Lake Board working to help make the lake a better resource for our community.


Dave Frey
Dave is a lifelong Highland resident and has lived on Silver Lake for more than 25 years. Formerly the owner and founder of Frey Photography in, he is committed to the Highland community.

An avid sportsman, Dave coached Highland youth ball teams for many years, beginning before he had children of his own. He has been an active volunteer at the St. Paul Kirchenfest since it’s inception in 1970.

Dave is dedicated to preserving Highland’s amazing resources so that they may be used for generations to come.

He and his wife, Marilyn, are the proud parents of two daughters and grandparents of four.


Gary Pugh
My name is Gary Pugh II, I'm a water plant operator with the City of Highland. I enjoy rehabbing boats, fishing, and long walks with my wife. I've worked at the water plant for 12 years, been on Silver Lake Advisory Commision for 10 years.  My reason for being on the commision is both professional and personal.


Ron Wagner
Have lived in Highland since 1960.  Enjoys the outdoors, especially fishing and hunting. Worked at Basler Electric Co. 40 plus years.

Notable Accomplishments:

  • Directed creation of the Corporate Quality Assurance Management System
  • Successfully registered five plants to ISO Quality Management System requirements.
