A note from David Slover, Director of Human Resources:
Before joining the City of Highland, David earned a Bachelor of Science Degree in Business Administration/Management from Missouri Western State University and a Master’s Degree in Public Administration from the University of Missouri – Columbia. David has 30+ years of both state and local governmental Human Resources experience managing all phases of employee activity including employee relations, wage and salary administration, labor/union management, benefits administration, recruitment, selection, training and retention. David was also a college instructor for thirteen years, teaching courses to include Human Resources, Human Relations, Marketing, Accounting, Economics, Sociology and Public Speaking.
