A note from Breann Vazquez, Director of Community Development:

I joined the City of Highland after earning a Bachelor of Arts and a Master of Public Administration from Southern Illinois University Edwardsville. In leading the City's community development endeavors, it is my goal to ensure that  citizens have access to quality public services, homes, and businesses.
