The City of Highland, Illinois is seeking qualified candidates for the position of Police Chief. The City of Highland is a community of 10,000 located 35 miles east of St. Louis, MO along I-70. The City of Highland is proud to offer its citizens a multitude of amenities including fantastic parks and trails, incredible schools (both public and private) and all municipal owned utilities.  The Police Chief is the executive in charge of overseeing the Highland Police Department and is responsible for the management and leadership of all police functions including but not limited to strategic and employee development, policy, budgeting and operations. The Police Chief works with an appointed three member Police and Fire Commission on hiring, promotions and discipline. The City of Highland is a City Manager form of government and the Police Chief is hired by and reports to the City Manager and has a current budget of $2.7 million. 

Highland is looking for a candidate with a proven track record as a law enforcement manager. The Police Chief shall be a highly effective leader, with outstanding interpersonal skills, and the experience necessary to direct, manage and affect confidence in police personnel and the community. A strong knowledge of and background in modern policing skills, community-oriented policing, and evidence based policing to address crime reduction is desired. 

 Requirements:

The Chief of Police is a certified police officer position and the candidates must be able to physically perform the job of a police officer. Minimum education and service requirements include a Bachelor’s Degree in Political Science, Criminal Justice, Psychology, Law or related field; Master’s Degree preferred; a minimum of 15 years of law enforcement experience including a minimum of 5 years in administration or supervision. Completion of a law enforcement staff and command training program will be given special consideration. (FBINA, SPI, NUCPS, etc.)

Applications will be accepted through July 30th, 2021, applications postmarked by that date will be accepted and reviewed.

Process:

Applications will be reviewed by the Board of Police and Fire Commissioners and an initial interview of candidates may be required at the sole discretion of the Commissioners. The Commissioners will make a recommendation of candidates to the Council and City Manager for a formal interview, ultimate decision and offer of employment.
