City Manager Mark Latham
Welcome to the greatest small-town city in Southern Illinois. I am honored to have served the residents of Highland since 2005.
I was born and raised in Streator, Illinois. I attended college in Arkansas, graduating with a BSE and later acquiring a Masters of Leadership and Ethics from John Brown University. While in college, I met and married Marilae Barnes, from Highland.
I have served in municipal government for over 43 years. First as a Department Director for Siloam Springs, Arkansas, then as their City Manager. My next post brought me and my family to my wife's hometown, where I have been privileged to serve its residents and businesses as City Manager since 2005. I am proud to now have 27 years of experience as a City Manager.
