The City of Highland maintains electric, water & sewer, and refuse service. Accounts can be established at City Hall. Utility bills are mailed on a monthly basis. Billing inquiries and payments can be made at city hall during normal business hours (M-F 8 am-4:30 pm) or they can be reached at 654-9891. For your convenience, an after hours drop box for payments is located in the back of city hall.
New residents to the City of Highland are required to complete a Utility Application Form for utility service. Please return the completed application to City Hall. A satisfactory letter of credit from your previous utility provider or a cash deposit must be provided for service to begin. Highland belongs to the Illinois Municipal Electric Agency (IMEA), a consortium of municipalities that purchases electrical power. In addition, the city owns a power plant with it's own generating capabilities. Built prior to 1900, the power plant houses a total of nine generators, seven owned by the City of Highland.
Refuse service (trash pickup) is contracted by the city to Bob Sanders.
Gas service is provided by and billed by Ameren IP.
